ChatGPT was used by someone connected to Chinese Communist Party (CCP) law enforcement to assist in managing smear campaigns against CCP opponents, including the Japanese prime minister. Threat actors' recent attempts to use ChatGPT maliciously are periodically reported by OpenAI. In addition to scammy cybercriminal activity, its most recent report, released on February 25, focuses on nation-states using the chatbot to facilitate politically motivated campaigns, some of which are widespread and geopolitical in nature, while others are targeted and petty.

For example, one ChatGPT account connected to Chinese law enforcement recently gave OpenAI a unique glimpse into China's propaganda apparatus. During Operation "No Bell," a Russian threat actor created and edited long-form articles and social media content about geopolitical issues in sub-Saharan Africa using ChatGPT.

For example, one article suggested that the president of Angola be awarded the Nobel Peace Prize, seemingly in an effort to incite Donald Trump. Ironically, another accused Western leaders of using disinformation to target South Africa. And the threat actor seems to have benefited from this tactic.
